Padrão proftpd nega anonimos

pessoal, eu nao consigo me logar como anonimo, apenas com usuario normal, alguem sabe o pq?
minha conf esta abaixo:

alguem sabe o pq?
nos logs soh mostra "session opened" e logo em seguida "session closed"
