Red hat - twist do ficheito /etc/hosts.deny nao funciona

boa tarde

tenho configurado no /etc/hosts.allow
sshd:ALL:twist /bin/echo "Acesso Negado"

mas quando faço ligação por ssh dá a seguinte mensagem
ssh_exchange_identification connection closed by remote host
