CBQ não funciona pq?????????????

Cbq não funciona,...instalei o iproute2 eo shapercfg configurei o cbq, as regras, tudo direitinho (eu acho) mas não funciona...????
Qual é a saida eth1 ou eth0???? ops:
ETH1-internet
ETH0-rede interna
