Cbq com problemas, por favor uma ajuda....

Pessoal, baixei o script do cbq.init e coloquei no /etc/sysconfig/cbq mas na hora de compilar da o seguinte erro:

**CBQ: no configuration files found in /etc/sysconfig/cbq!

Qual é o problema dele?
To tentando limitar banda, so ajeitei a configuração, mas não tá dando certo.
Alguém por favor poeria me ajudar, presciso muito disso.
Segue abaixo meu script do cbq.
Quero limitar 3 megas para esse ip abaixo 192.168.2.253 e o outro mega deixar para o resto dos pc's...

Alguem pode me ajudar?
Eu devo modificar o arquivo cbq.init?
Ou devo criar mais dois um para a eth0 e outrro para a eth1?
E se a conexao for de 4 megas, eu ponho 4000kb?
