Erro Htb

instalei o htb tools 0.3 e nao estou conseguindo fazer o htb funcionar

quando eu faço /etc/init.d/rc.htb start
ele me retorna

ja procurei muito e me deparei com varias pessoas com o mesmo problema mais sem solucao para o problema
